PVZT presents: Vague Outlines for Constitutional Reform

General Principle: 1) if it ain't really broke, don't fix it.
2) Every official position should be a fulltime job, not a "retirement" position.
3) The President of the Republic and the High Cort really don't have enough to do.
4) The existing elected government isn't active enough.

Specific proposals:
1) Senäts membership will be all former Presidents, High Cort Justices, and Senescháls who don't have another government job. It will be chaired by the current President of the Republic. Sitting Deputies, Ministers or SoS cannot sit in the Senäts.
2) Presidential veto will be replaced by a Senäts right to send any legislation back to the Chamber for reconsideration, to the High Cort for an opinion on constitutionality, or to the people for a referendum.
3) The High Cort will now be a three-member subcommittee of the Senäts, made up of its most legally wise members.
4) Additional Senators may be created by law.
